PSC Metals, Inc. is engaged principally in the buying, selling, and processing of both ferrous and non-ferrous scrap for its own account and for the accounts of others on a North American basis. Our recycling operations are strategically located throughout North America and complemented by a scrap brokerage network of highly experienced traders. PSC Metals, Inc. is owned by Icahn Enterprises, LP.

The Sr. Manager, Application Technology & PMO will manage application development teams and PMO. Under general direction of CIO, provides leadership and supervision to a group that is responsible for developing and implementing information technology initiatives. Provide an effective liaison between the business departments, the IT Steering Committee and the information technology services department, as well as, external vendors providing IT related services.

Duties:1. Select, develop and motivate qualified staff to effectively carry out department functions and provide for the continuity of managerial and specialized skills. Supervise staff in all areas of responsibility including recruiting for open positions, making recommendations concerning hiring and dismissals, conducting annual performance reviews, recommending salary increases and promotions where appropriate and developing and administering training and development plans for department staff;
2. Evaluate business objectives that require new systems or enhancements to existing systems
3. Actively participate in all stages of project/product development (SDLC) and testing (STLC) life cycle. Provide direction to project teams including assignment of individual responsibilities, tasks and technical functions
4. Oversee the use of Waterfall and/or Agile software development methodologies
5. Support project initiatives, including identifying and analyzing preliminary business needs, budget considerations, time and resource estimates, defining the project scope and objectives, and getting business user sign-off
6. Create, refine, and enforce a structured process for design, development, testing, and deployment of all corporate systems
7. Educate and provide thought leadership for introduction of project management methodologies in IT product and process development
8. Actively influence an integrated approach to project management with Security, Application Development and Infrastructure Support teams
9. Act as the key liaison across all functional areas, including business units, information technology and outside vendors
10. Develop best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics
11. Effectively communicate and manage project expectation to project managers, sponsors, team members, executive management, and other stakeholders in a clear and concise fashion
12. Participate in departmental strategic and budgetary planning processes; prepare and administer work unit operating budget
13. Apprise senior IT management and the IT Steering Committee of project status, issues and concerns
14. Work closely with Manager, Infrastructure and Managed Services on issue resolution, and communicate project status/issues to business stakeholders
15. Identify and assist in the development of training requirements for the delivery of all system projects to include "train the trainer" requirements and the necessary training materials
16. Serves as a member of the Senior IT leadership team to improve the overall quality of processes and tools within the organization
17. Perform such other duties as may be assigned by the Company at its discretion from time to time


Qualifications:Required
1. Bachelor’s degree in Computer Science/MIS, Engineering, Business Administration or related field
2. PMP certification or minimum 2 year experience as project manager
3. 6+ years of progressive experience in computing and information technology with emphasis in Application Development & Support and Project Management
4. Minimum 2 years of supervising application developers and/or project managers
5. Minimum 2 years as senior developer or solution architect or system architect
6. Excellent understanding of MS SQL Server or MySQL in web and desktop environment
7. Basic understanding of Visual Basic, SharePoint and Data warehousing (SAP Business Object)
8. Ability to be a persuasive leader who can serve as an effective member of the leadership team and communicate project management and application development concepts to a broad range of technical and non-technical employees
9. Proven experience in developing and deploying project best practices, policies, procedures, and processes
10. Solid leadership, interpersonal and written/verbal communication skills
11. Strong focus and proven ability to facilitate relations between business groups and technology departments
12. Effective cross group negotiation and conflict management skills
13. Ability to work effectively in a complex environment involving rapidly changing priorities
14. Excellent presentation/verbal/written communication skills to present technical and non-technical information clearly and concisely to individuals of different backgrounds, technical expertise, and levels of authority

Nice to have
• ITIL certification is a plus
• Working knowledge of desktop services, network, security and servers will be preferred
• Working experience with vendors, suppliers and experience with contract negotiation
• Knowledge of HIPAA, SOX and PCI preferred
• Metal scrap recycling, or retail industry experience will be preferred
Team Management
• 2 in-house employees & up to 5 remote vendor resources
• 2-3 contractors on a need basis

Other
• Ability to travel up to 20%
